Well, technically http://stunnel.mirt.net/ is the official stunnel website. :)
Version 4.21 is the newest and it is the recommended version to be used.
The flag that you mention, I think is for the urgency of upgrading. See changelog http://stunnel.mirt.net/ChangeLog_sdf.html

On the main Stunnel web site page ( http://www.stunnel.org ) and in the announcement for the version it says the new 4.21 version is experimental.
However, on the download page ( http://www.stunnel.org/download/source.html ) the 4.21 version is flagged as the stable version.
Sort of confusing.
