[stunnel-users] stunnel.conf in %USERAPPDATA%

  To avoid use of registry,
a specific windows bat startup script, setting an env var, common to 
windows and un*x environnements,
and checked at runtime should be a good solution for portability.

this script should check the win env vars, HOMEPATH or USERPROFILE or 
APPDATA,
or even check the registry (need probably a vbs script then) to check 
for user root path,
and then set the stunnel env var.
