In short, yes.

The stunnel configuration file has some global settings and then one or
more service sections. Each service section defines one tunnel that this
instance of stunnel will manage. You may define several tunnels in
client mode, several tunnels in server mode, or mix them - it does not
matter as long as each service (tunnel) is defined in a way that does
not conflict with the others: mostly they may not listen on the same
address and port.
