"Sending application" is a commertial product, which is servicing many other 
transmissions, so I can't adjust it to slow transmissions only. In fact this 
problem is becouse of different calculation of throughput on L and R side of 
stunnel, so in my opinion I have to find solution on this server.

IMHO Windows is probably not the best server platform...

I don't think such tricks are possible with BSD sockets.

BTW: You can also change BUFFSIZE in common.h and rebuild stunnel.
