Good point.  I must have accidentally deleted the TODO entry.

Some related features that are already implemented:
 - Reopening the log file controlled with GUI was implemented in
stunnel 4.39.
 - The "log" option to control whether the log file is appended or
overwritten was added in stunnel 5.00.
