yes.
We do use stunnel on vista boxes.

The only 'issue' we found with stunnel and vista was, sometimes you
have to force IPV4 by replacing 'localhost' with '127.0.0.1' in
stunnel.conf. This is not always needed - I didn't find a pattern yet.
