[stunnel-users] problem accesing a https site as a Windows version client

I'm running  stunnel version 4.2  on Windows XP
I can access a lot of websites,  example  https://servicios.afip.gov.ar/tramites_con_clave_fiscal/misAportes/images/top.gif
but CAN'T access  https://apwebserver.rentasgcba.gov.ar/ablpatib_ssl/images/Actitud_BsAs_negro.gif

apparently a response never arrives to my PC

my conf file is
